Business Development Manager – HSE & Community Hospitals Division

Fidelis Health and Social Care Ireland is investing in a dedicated Business Development Manager to lead new business acquisition with HSE acute hospitals, community healthcare organisations (CHOs), and community hospitals across the Republic of Ireland. This is a strategic, complex-sale role requiring someone who can navigate public sector procurement processes, build senior relationships within HSE structures, and demonstrate a clear understanding of the clinical, compliance, and operational requirements for supplying nurses to publicly funded healthcare settings. The BDM will work in a 180-degree capacity, combining large-account business development with direct recruitment and placement of nurses and healthcare professionals. This is Fidelis’s highest-value BDM role and offers the most significant earning potential in the commercial team.

Responsibilities

• Identify and pursue new business opportunities with HSE acute hospital groups, community healthcare organisations (CHOs), community hospitals, and primary care networks across Ireland
• Navigate HSE and public sector procurement processes, including approved vendor frameworks, Buying HSE, and OGP (Office of Government Procurement) tender requirements
• Build relationships with key decision-makers within HSE structures: Directors of Nursing, HR Business Partners, Procurement Officers, Regional Nursing Directors, and Hospital Group CEOs
• Develop and present compelling service proposals that demonstrate Fidelis’s compliance standards, NMBI-registered candidate supply, and HSE-compatible operational model
• Pursue inclusion on HSE framework agreements and procurement panels as a strategic priority
• Achieve monthly GP targets and pipeline KPIs, providing accurate commercial reporting to the Head of Business Development
• Represent Fidelis at HSE stakeholder forums, INMO conferences, healthcare procurement events, and public sector networking events
• Maintain detailed knowledge of HSE pay scales, national staffing guidelines, and Skill Mix requirements to position Fidelis services credibly
• Recruit and maintain a pipeline of NMBI-registered nurses suitable for HSE acute and community hospital placements, including Staff Nurses, CNM1s, and Clinical Nurse Specialists
• Ensure all candidate compliance files meet the full HSE agency supply requirements: NMBI registration, PULSE/eHR clearances, Garda vetting, immunisation records, mandatory HSE training modules
• Conduct candidate competency assessments appropriate to acute and community hospital environments
• Manage block bookings, shift series, and long-term interim placements for HSE accounts, coordinating rosters with ward managers and nursing administration
• Manage a growing portfolio of HSE and community hospital accounts, deepening relationships at ward, departmental, and executive level
• Conduct structured quarterly reviews with key HSE contacts to assess service performance, agree volume commitments, and identify expansion opportunities
• Develop multi-site relationships within HSE hospital groups to maximise the revenue potential of each group account
• Respond to emergency and urgent staffing requests within HSE agreed timeframes, maintaining high service levels during peak periods
• Ensure full compliance with HSE procurement rules, approved vendor requirements, and agency staffing policies
• Manage the Fidelis application and renewal process for HSE procurement frameworks and approved supplier panels
• Maintain meticulous records of all client agreements, service level commitments, placement records, and candidate compliance documents to meet HSE audit requirements

Requirements

• Minimum 2 years’ new business development experience within healthcare staffing with direct experience targeting HSE hospitals or publicly funded community health services
• Proven track record of winning new HSE accounts or public sector healthcare staffing contracts
• Experience navigating public sector procurement processes, framework agreements, or HSE preferred supplier panels
• Demonstrated experience recruiting and placing NMBI-registered nurses into HSE or acute hospital settings
• Strong understanding of HSE compliance requirements for agency nursing supply
• Experience working in a 180-degree recruitment model managing both BD and candidate management
• Commercially sophisticated with strong proposal writing, negotiation, and stakeholder management skills
• Full clean Irish driving licence; willingness to travel nationally
• Based in or willing to work from the Republic of Ireland

• Knowledge of the HSE’s national nursing workforce challenges, strategic workforce plans, and CHO structures
• Understanding of national nursing pay scales, overtime structures, and agency rate governance within the HSE
• Experience managing complex, multi-site public sector accounts

Performance Targets

• Minimum 4 new HSE or community hospital accounts activated per quarter
• Monthly GP target of €30,000+ rising to €50,000 by month 12
• Application to a minimum of 2 HSE procurement frameworks within the first 6 months
• Active candidate pool of 60+ NMBI-registered nurses available for HSE placements
• Client account retention rate of 90%+ across managed portfolio
• Average vacancy fill rate of 80%+ for HSE shift requests within agreed SLA timeframes
