About this role
Fidelis Health and Social Care Ireland is expanding its Home Care Division to grow revenue across both adult and children’s home care pathways in Ireland. We are seeking a commercially astute and mission-driven Business Development Manager to win new home care contracts, build partnerships with commissioning bodies and care providers, and manage a portfolio of home care staffing accounts from inception through to long-term growth. Home care in Ireland is a rapidly growing sector, driven by Government policy to support ageing in place, increasing rates under the HSE Home Support Unit, and growing demand for complex care packages for children with disabilities and care needs. This role spans both adult and children’s pathways. This is a 180-degree role: you will both win the business and manage the candidate supply chain.
Responsibilities
- Identify, target, and win new contracts with HSE Home Support Units across CHOs, Section 38/39 organisations, private home care operators, and insurance-funded care providers for adult home care packages
- Build relationships with CHO Directors, Integrated Care Programme leads, Home Support Coordinators, and procurement officers within HSE structures
- Develop and present service proposals for adult home care staffing, demonstrating Fidelis’s candidate quality, compliance standards, and staffing model
- Target private home care operators and self-funded care market opportunities alongside publicly commissioned packages
- Identify and develop new business with Children’s Disability Network Teams (CDNTs), TUSLA-commissioned packages, CAMHS community teams, and private children’s complex care clients
- Build relationships with Paediatric Liaison Nurses, children’s hospital discharge coordinators, social workers, and family support coordinators
- Win new children’s complex care packages, demonstrating Fidelis’s ability to source and supply qualified Children’s Complex Care Nurses
- Build referral networks with paediatric hospitals (including CHI Crumlin, Tallaght, and Temple Street) to generate package referrals
- Recruit, register, and maintain a pipeline of home care workers, HCAs, community nurses, and Children’s Complex Care Nurses for adult and children’s home care placements
- Conduct candidate screening, competency assessment, and compliance onboarding for all home care workers
- Maintain candidate compliance files including Garda vetting, NMBI registration, manual handling, safeguarding training, medication management, and specialist complex care certifications
- Match candidates to packages based on clinical needs, geographic location, language, and personal care requirements of service users
- Own and grow a portfolio of home care accounts across both adult and children’s pathways
- Conduct regular service reviews with commissioners, care coordinators, and family representatives as appropriate
- Manage contract renewals and rate negotiations to protect and improve margin contribution
- Ensure all home care placements meet the requirements of the HSE Home Support Service standards, HIQA regulations, and Fidelis internal compliance frameworks
- Ensure all children’s home care placements comply with TUSLA regulations, Children First safeguarding requirements, and any specific clinical governance requirements for complex paediatric packages
Requirements
- Minimum 2 years’ business development experience within home care staffing, domiciliary care, or community healthcare recruitment
- Proven track record of winning home care contracts from HSE, Section 38/39 bodies, or private home care operators
- Experience across both adult and children’s home care pathways
- Demonstrated experience recruiting and placing home care workers, HCAs, and community nurses
- Understanding of HSE Home Support Unit commissioning, CHO structures, and home care funding mechanisms
- Experience in a 180-degree recruitment and BD model
- Excellent interpersonal skills with the ability to build trusted relationships with commissioners, families, and clinical leads
- Full clean Irish driving licence; willingness to travel nationally
- Based in or willing to operate across the Republic of Ireland

Desirable
- Experience with children’s complex care packages, CDNT commissioning, or TUSLA-referred home care
- Knowledge of Children First Guidance, safeguarding requirements for children’s home care, and paediatric complex care nurse competencies
- Existing network of CHO home support coordinators, Section 38/39 home care leads, or CDNT clinicians
- Understanding of the proposed statutory home care scheme and its implications for market structure
- Background in social care, nursing, or occupational therapy
Performance Targets
- Minimum 5 new home care accounts or packages won per quarter (adult and/or children’s)
- Monthly GP target of €18,000+ rising to €32,000 by month 12
- Active candidate pool of 50+ home care workers and nurses available for placement at all times
- Children’s complex care packages: minimum 3 new packages commissioned per quarter by month 6
- Client/commissioner account retention rate of 85%+
- Package continuity rate of 90%+ (consistent carer/nurse for established packages)
